Kevin O'Connor c9aa7ac871 github: Fix regression due to update of actions/stale ... Commit 594c0243 updated the workflows from actions/stale@v3 to actions/stale@v8, but did not make the corresponding updates to the config parameters. This resulted in the closing of some PRs.
