katapult: Introduce USE_KATAPULT_FLASHTOOL option 
This introduces a new option USE_KATAPULT_FLASHTOOL that instructs the
makefiles to use the Katapult flashtool.py instead of the chip-specific
one.

This also updates the outdated CanBoot flash_can.py with the latest
version of Katapult flashtool.py, which should be fully backwards
compatible.
